HR Ministry Implements Policy Requiring Companies to Hire 3 Local Interns for Every Expatriate

24 Jan 2025

The Human Resources Ministry has announced a new directive aimed at fostering local talent development in Malaysia. Companies that employ expatriates are now required to hire three local interns for every expatriate on their workforce. This policy is part of the government's ongoing efforts to address challenges in the labour market, including youth unemployment, skills gaps, and limited job opportunities for fresh graduates.

By mandating this ratio, the ministry seeks to provide more opportunities for Malaysian youth to gain valuable work experience and develop the skills needed for long-term employment. The initiative also aligns with the country’s broader goal of enhancing the employability of its workforce while reducing reliance on foreign expertise. Businesses are encouraged to view this requirement as a step toward creating a more inclusive and competitive labour market that benefits both employers and employees.

This policy reflects the government’s commitment to ensuring that Malaysian talent is prioritized and well-prepared to meet the demands of a rapidly changing job market.
